Please find enclosed T1 security plan and standard terms of operation. This is a site specific security plan that will take priority over the standard generic procedures already in place for T1 Security and its operations.

Policies and Procedures

PRINCIPLE DUTIES

The principal duties of the security personnel are to:

  • Protect public safety.
  • Provide information to the public.
  • Assist with reducing crime and disorder.
  • Regulate access to restricted areas of the venue.
  • Act as a readily identifiable point of contact for the public.
  • Provide intelligence and feedback to the Venue management team relating to activities on the site.
  • Assist in carrying out agreed emergency procedures.
  • Assist in the reporting of incidents and the taking of witness statements, securing of incident sites and so on.
  • Assist the Police or other statutory body in the carrying out of their duties.

 

REGISTER

A register of the security employed on the site shall be kept. Details recorded in the register shall include:

  • The full name of each individual employed,
  • Their date of birth,
  • Home address,
  • ID number
  • Signature.

This register will be available to responsible authorities upon request and shall be stored in Event Control in digital format

 

APPAREL

All security staff will be identifiable by uniform, hi-visibility clothing and a clearly visible individual ID Number, when working in public areas. Those carrying out SIA designated duties will wear the relevant SIA badge prominently on their person.

 

CCTV

CCTV cameras are in operation around the site. A live feed may be monitored by site and management only. Response Teams shall also wear high quality body cameras that will be used during incidents only to capture audio and visual evidence. 

 

CROWD MANAGEMENT

The Crowd Management Plan details the external queuing systems. It also details the internal flow management and designated area capacity regulation systems. There are a number of contingency plans detailed also to alleviate overcrowding in certain areas around the site likely to be at risk.

Audience Viewing: Unreserved standing and some seating in the permitted areas in conjunction with wheelchair access for disabled guest.    

Anticipated Attendance: The separate crowd management plan will be imposed.  Event organisers have factored in social distancing to reduce the risk of spread of Covid-19. 

Admittance Criteria: Ticketed event, Age verification will be checked by identity upon entry. 

All ages are welcome to the festival but persons’ aged 15 and under are only allowed to purchase day tickets (no camping). The following age restrictions apply:

Persons’ aged 15 and under must be accompanied by an adult aged 18 years and above. Each adult can accompany a maximum of two children.

When will I be asked for ID?

You may be asked for ID in the following situations:
• To prove you are 18 or older if you are buying alcohol inside the festival or if you are bringing alcohol into the festival
• To prove that you are 16 or older if you are entering the festival unaccompanied
• To prove your age if you are acting as a guardian for anyone under the age of 16

What forms of ID are valid?

We accept the following forms of ID:
• Passport
• Driving licence
• Official ID that contain the certified PASS logo. These are available for proof of 12 to 16, 16 to 18 and over 18

Please note we cannot accept other forms of ID.

We will not accept photocopies/photos of ID or out-of-date forms of ID.

All our employees are asked to familiarise themselves with our staff handbook and their role as a Door Supervisor. Events can be very different from working regular nightclub doors, which is why we have prepared this security plan to help you make the most of your experience and be fully prepared for what working events will entail. T1SMS work extremely closely with all our clients to ensure we provide a superior security service that remains unrivalled. We therefore insist on a professional, helpful and friendly approach with the highest level of service at all times.

SUITABLE ATTIRE 

All staff are required to wear BLACK combats /trousers, black shoes or boots (suitable for site/venue), black socks, black belt and black beanie hat (no branding unless T1 Security and for night-shift only). Security staff should also wear a black polo-shirt with collar turned down, sleeves must NOT be rolled up. During colder climates security may wear a black Jumper, which at no point is to be tied around the waist. 

When off duty or during breaks you should remove any identifying garments as this creates a bad impression. It is imperative that you maintain a professional demeanour at all times.  On occasion you make be required to wear smarter attire including a shirt, tie, trousers and smart shoes, however when this is required you will be notified in advance. 

T1 will provide colour-coded Hi-Vis Jackets that are identified with a unique number, these must be worn on the outside. Any PPE provided must be returned at the end of the shift or you will be charged for those items. Hi-Vis Jackets are colour-coded as follows, Orange Top for Safety Stewards, Yellow Top for Standard Security, Blue Top for Security Supervisors, All Navy for Response Teams and Blacks for Management Team. This is to help our clients and customers differentiate between roles and responsibilities. 

WEATHER PROTECTION

Employees are also advised to bring your own weather protection. We suggest you bring black waterproof trousers, black Wellington boots and sunscreen so they are prepared for all the elements.

ENVIRONMENTAL

We are committed to the campaign of “Staying Green”. Therefore, we ask all staff to bring a reusable water bottle with them. There are numerous water points throughout sites so plenty of points for obtaining a refill. 

SIA LICENSED STAFF

All SIA employees must wear their SIA badge so it is visible at all times when on duty, except covert teams who must have their badge on their person. SIA officials often attend sites un-announced doing spot checks and they will prosecute individuals and companies that do not comply with this legislation. Badges should be worn in a suitable arm holder on the outer most layer or in the secure pockets provided on our T1 Hi-Vis Jackets. 

ATTENDANCE 

All T1 Employees are expected to be on site at least 30 mins prior to the start of their shifts in order to sign-in and be ready to assume position on time. In the interest of professionalism we politely ask you leave any personal issues at home. When you come to work for T1, we expect you to uphold our integrity and reputation for being polite, professional, and friendly. 

When you arrive on site it is essential that you immediately sign in with the admin team and ensure your shifts are started on deputy. You must also sign out in the same manner as failure to comply may result in you not getting paid for that shift.   

TRAINING

All T1 employees looking to work events will need to complete our 3-day (EM-Power) in-house training program aimed specifically at spectator safety, crowd control and advanced levels of conflict resolution and physical intervention. This is mandatory training for all T1 employees. If you have not completed our in-house training program you must inform your superiors who will make suitable arrangements for your training to be conducted in the very near future.

EQUIPMENT  

T1 and Event Organisers will provide you with adequate radio equipment to perform your duties as a security operative, these will be assigned to you by unique identifying number at which point they become your responsibility. Any losses or damages will be charged for, therefore you must take good care of equipment in your possession and ensure they are signed back in at the end of the shift. Other equipment you should have includes; a working torch, suitable gloves, hand sanitiser and protective eye wear where required.  

BRIEFINGS

All staff will be given a general briefing prior to your shift. A more thorough job specific/position related briefing will be given by your Supervisor once you arrive at your position. You will also be issued a staff handbook prior to the event to fully prepare you before arriving on site. 

INDUCTION 

All staff will be given a site tour before the start of their shift with particular attention and detailed explanation of fire/emergency exits and evacuation protocols.  Included in site specific handbooks will be maps and all procedures enabling staff to conduct themselves in alignment with current legislation, venue/site specific protocols and to the demanding standards set by T1 Security. 

TRAVEL & PARKING

You will be responsible for all aspects of your own travel and parking, although we will try to arrange something on site where possible. In any event, vehicles are left at your own risk. 

ALCOHOL & DRUG USE

T1 take a zero tolerance approach to Alcohol and Drug abuse. Any employee found to be under the influence of alcohol or drugs whilst on location will be immediately removed from their duties, be ejected from the site and denied any future work. 

Please be advised that T1 carry out Alcohol and Drug testing unannounced and you may be subject to random testing.

SMOKE FREE 

Due to changes in the Smoke Free (Signs) Regulations 2012, smoking is not permitted within any working area or vehicle. No smoking signs will be placed in any hire/working vehicle and in all tented arenas. Smoking is not permitted whilst on duty. Smoking should be done discretely whilst you are on a break and not within an enclosed area. You must remove any identifying garments before you take a smoke break. 

NOISE AT WORK

Staff working in ear protection zones will be required as a condition of contract to ensure that they wear ear protection. Ear protection will be provided.

USE OF LANGUAGE 

We will NOT tolerate any abusive and/or aggressive language being spoken to event-goers. All event- goers must be spoken to in a polite and courteous manner at all times. All employees must remain diplomatic and sensitive when dealing with any heightened situation. There are more complaints received about abusive and aggressive language from staff than any other complaint! We take this matter very seriously and disciplinary action will be taken accordingly. Remember your Hi-Vis will identify you so you can and will be held accountable for your own actions.

GREETINGS AND IDENTITY CHECKS

Prior to admittance, the identity and well-being of all participants will be verified before granting entry onto the premises. Anyone who appears to be incapacitated or over intoxicated will be transported to welfare and monitored until their condition improves. Medical personnel will be contacted to assist if a person poses a risk to themselves. Anyone suspected of being a minor will be placed in welfare until they may be claimed by a suitable adult.

AMNESTY

Ahead of the entry point to the event, secure amnesty boxes will be installed prior to search lanes and queues. The amnesty zones will be clearly marked with signs. Attendees will be able to use a locked receptacle without fear of being judged. There will be a large lane with search tables on either side of the aisle once attendees have passed through the amnesty area. Attendees reaching the end of the amnesty area and waiting to enter will be able to see the amount of searching in place, giving them plenty of time to dispose of any forbidden items before attempting entrance.

SEARCH LANES

All searchers will have a valid SIA badge and be suitably trained in the searching tactics used by T1SMS, and search lanes will be created to accommodate two people side by side. Attendees can be safely searched because to many inside lanes. For exit, a further outward lane will be kept clear. Ped barriers are used to create search lanes that can be readily moved to one side in the event of an emergency. Attendees will be directed to a male or female security officer to be searched by someone of the same gender.

All attendees’ items, including bags, jackets, and pockets, will be searched by security. Any attendee who is deemed appropriate by security will be subjected to a full pat-down search. Profiling and intelligence techniques will be used to examine this on a case-by-case basis.

The entrance security supervisor guarantees that the crowd flow rate is maintained while the agreed-upon searching procedure is not jeopardised. Before being permitted entrance, anyone detected with contraband goods must return the things. They may be given a cloakroom ticket that allows them to retrieve their belongings upon exit. Anyone detected possessing Prohibited Articles may be denied access and, if necessary, turned over to the authorities.

 

EMERGENCY EVACUATIONS

T1SMS operate on a “traffic light” system to identify potential risk levels.

  • GREEN – No major problems but staff will remain alert and vigilant at all times to any potential problems.
  • AMBER – Staff to be aware that there is potential for a serious incident and to be standing by to put into effect the operational action as outlined. Radio silence to be maintained and staff should await specific instruction.
  • RED – Staff to maintain radio silence and implement the relevant Emergency Action.

On hearing such a radio call staff must:

  • Maintain radio silence
  • Prepare to make announcements to the public
  • Prepare for public evacuation
  • Await instruction

Following a Potential Terror Attack alert:

  • Stewards, will be directed to the incident by the Event Controller.
  • Guests will be cleared from the immediate vicinity of the incident and immediate action taken to safeguard property and life (if this does not put personnel at risk) until the incident has been suitably contained.
  • Stewards and event staff will assist in directing members of the public towards a nominated evacuation area as identified on dot plans.
  • Stewards will keep access routes clear for emergency vehicles and will prevent other vehicle movement.

USING TWO-WAY RADIOS

  • To send a message – Hold down the PTT button, Pause briefly then speak in a calm and clear manner identifying yourself / position and nature of the call. Release the PTT button only after your message but keeping the lines clear for a response. 
  • Use radio protocols at all times keeping lines clear for emergencies
  • Do not request breaks over the radio 
  • Do not swear or use abbreviations 
  • DO NOT discuss Sensitive matters over radio instead use a phone
  • Conduct a satisfactory radio check at the start of shift and keep a regular check on battery life to avoid getting caught short.
  • If you have questions / queries that you cannot answer please direct them to control who will find an answer for you.

CURRENT THREAT LEVEL is 

substantial – an attack is likely

  • Be aware of surroundings, including Vulnerable access points
  • Be mindful of Vehicle tactics, again providing access to the premises, or a route to areas where attendees or public are vulnerable.
  • Watch what is going on away from search areas and entry point, is anyone paying particular attention, are they watching the search/entry points
  • How secure is the building pre-event. Ensure staff entering are checked, INCLUDING other badged security staff whom they may not recognise.
  • Don’t be afraid to challenge. Bring any activity to the attention of supervisors.
  • Beware of people waiting until the last minute to try and gain entry.
  • Learn the area in which you are working. 
  • Provide patrols outside of the venue. Both provides reassurance to guests, and provides a measure of Target Hardening.
  • Ensure colleagues remain equally alert. BE PRO-ACTIVE
  • Maintain vigilance throughout the event. 
  • Danger of relaxing once event has started. 
  • Re check area of responsibility, 
  • Supervisors to remain proactive.. This is when HR is most likely to take place

Employee training

T1SMS will have at least 2 Managers at all times, 2 Qualified Trainers and multiple Supervisors for this event, all of whom are fully trained in counter terrorism with ACT online training. We regularly run refreshers for our employees and encourage all security personnel to undertake this invaluable training.  

In the unlikely event of a Terror Attack – T1 Senior Management Team will take immediate control. The Security Radio Channel will maintain Complete Radio Silence and must only used by SMT. We will create muster points on each day to help divide the crowd into smaller groups for potential damage limitation. For security purposes the exact location of cluster points will not announced until the event brief.

These events are organised for the delight and enjoyment of all attendees.

Each festival’s permit is granted subject to tight attendance and public safety requirements, as well as the avoidance of disruption and public nuisance. Anyone who interrupts the festival in any of the sections below risks being ejected from the premises. Following input from festival security staff, the Eviction Manager will make the eviction decision, which will be line managed by the Security Co-ordinator.

The following situations will result in eviction:

  • Entering or being onsite without a ticket or relevant pass/ wristband
  • Unacceptable, disruptive or anti-social behaviour as listed below
  • Having been arrested or cautioned in connection with a criminal offence, pending or post hand-over to the Police

Unacceptable behaviour that can lead to eviction includes:

  • illegal activity;
  • breaching the terms and conditions of entry;
  • failing to submit to a search upon entry to the site;
  • offensive behaviour;
  • throwing hard objects in the direction of people;
  • encouraging others to behave badly by incitement;
  • preventing our security or emergency services reacting to a situation;
  • taking tents with the intent of burning them;
  • throwing gas canisters onto fires;
  • building or fuelling large bonfires;
  • committing a criminal offence but not arrested by the police;
  • found in possession of unlawful drugs;
  • unofficially selling alcohol, tobacco, counterfeit or any unauthorised goods
  • ticket touting;
  • any other behaviour that leaves the Festival Director holder open to prosecution or is not conducive to maintaining a safe environment or event
